LIAA Support for Businesses in 2026: Grants for Growth, Innovation and Export

Business growth does not always have to be financed entirely from a company’s own resources. In Latvia, several support programmes are available through the Investment and Development Agency of Latvia (LIAA), helping companies finance business development, innovation, new product development, export activities and other growth initiatives.
Support programmes, available funding and application deadlines change over time, so companies should always check the latest conditions directly with LIAA before planning a project.
Below is a practical overview of several support opportunities that are relevant in 2026.

Business Incubation Support – next application round planned for autumn 2026

One of the upcoming opportunities is the LIAA Business Incubation Support programme. LIAA states that applications are accepted twice a year and that the next application round is planned for autumn 2026.
The programme is intended for small and medium-sized enterprises, including innovative, export-capable and creative-industry companies. One of the key conditions is that the company must not be more than five years old at the time of application.
The support combines non-financial assistance – expert and mentor consultations, training, networking and access to LIAA co-working spaces – with financial support. The grant covers 70% of eligible costs: up to EUR 10,000 for services, EUR 8,000 for equipment and EUR 5,000 for raw materials. Innovative companies may also qualify for additional support, including up to EUR 10,000 for employee remuneration and up to EUR 20,000 for prototyping, technology development and specific services.
Companies considering an application should define their development objective, required services, technology and planned costs well in advance.

Innovation Voucher Support – for new products and technologies

For companies developing a new product or technology, the LIAA Innovation Voucher Support programme may be relevant. The programme is designed to support the development of new products and technologies with the aim of bringing them to market.
Applications are open while funding remains available, and LIAA states a programme project deadline of 30 April 2027. Support is available in four forms: an introductory voucher of up to EUR 10,000 with 100% support intensity; a classic voucher of up to EUR 25,000 with 85% intensity; a design voucher of up to EUR 5,000 with 85% intensity; and support for hiring a highly qualified employee of up to EUR 25,000 with 45% intensity.
The programme may be relevant for feasibility studies, industrial research, experimental development, product design, testing, certification and other activities connected with the development of a new product or technology.

Export support of up to EUR 40,000 per year

Companies developing exports or entering new international markets can consider the SME Export Support Action Plan.
Under the programme, a company may receive up to EUR 40,000 per calendar year, with support covering 60% of eligible costs. The total support may not exceed 30% of the company’s net turnover for the latest completed financial year. Applications are open until 31 December 2026 or while funding remains available.
Eligible activities include participation in international exhibitions, conferences, matchmaking events and digital industry platforms, preparation of marketing visual materials, certification of products and production facilities, and other export-related activities defined by the programme.
To qualify, applicants must score at least 9 points in the LIAA self-assessment calculator and should also review the programme’s remaining eligibility and cost conditions before applying.

Can funding be used for a digital project?

There is an important distinction: a support programme does not automatically finance a digital project simply because a company needs one. The project must fit the purpose of the specific programme and its eligible cost rules. In one programme the objective may be development of an innovative new product, in another it may be export growth, while the business incubation programme focuses on the development of a young company. Before including a digital project in an application, companies should therefore confirm that the specific costs are eligible under that programme. A digital project may involve website development, a web application, business systems and integrations, or AI solutions and automation. When applying for funding, the first question should be which business, export or innovation objective the digital solution will help achieve - the technology choice comes afterwards.
